6. / Description of the supplies

The subject of the contract is the supply and delivery of the following:

in accordance with the technical specifications (Annex II) at HQ EUFOR Butmir Camp, 71210 Ilidza, Sarajevo, Bosnia and Herzegovina, DAP (delivered at place). Expected delivery period: within 30 calendar days after Contract signature by both Parties.

NOTE: if delivery is not possible within stated period, your offer should include delivery period under which you would be able to deliver offered items.

7. / Number and titles of lots

This bidding procedure is not divided into lots; however, partial bids for requested items shall be accepted and evaluated. Bidders must bid for the entire quantities of the item indicated.

TERMS OF PARTICIPATION

8. / Eligibility

Participation to this procedure is open on equal terms to all natural and legal persons of the Member States of the European Union Turkey, Iceland, Liechtenstein, Norway, Albania, Chile, Republic of North Macedonia, Mexico, Montenegro, Aruba, Canada, Hong Kong, Special Administrative Region of the People’s Republic of China, Israel, Japan, Singapore, South Korea, Switzerland, Taiwan the United Kingdom, the United States of America, Bosnia and Herzegovina and neighbouring countries, in accordance with Part II Article 3 and Part IV Article 3 of the EPF Implementing Rules applicable for expenditure financed through the Facility mechanism.

9. / Grounds for exclusion

Bidders must submit a duly signed declaration, included in the Bid submission Form for a Supply Contract and Annex VI – Declaration of honour on exclusion and selection criteria.

10. / Number of bids

Bidders may submit only one bid for the scope of supplies as outlined in the bidding documentation.

11. / Bid guarantee

NOT APPLICABLE

12. / Performance guarantee

The successful bidder/s will be required to provide a performance guarantee of 10% of the amount of the contract (applicable for Contract/s awarded as a result of this bidding procedure, that are exceeding 40,000.00 EUR), at the signing of the contract. If the selected bidder fails to provide such a guarantee, the contract will be void and a new contract may be drawn up and sent to the bidder which has submitted the second best admissible bid.

13. / Information meeting and/or site visit

No information meeting is planned.

14. / Bid validity

Bids must remain valid for a period of 90 days after the deadline for submission of bids.

15. / Delivery period

Expected delivery period: within 30 calendar days after Contract signature by both Parties.

NOTE: if delivery is not possible within stated period, your offer should include delivery period under which you would be able to deliver offered items.

SELECTION AND AWARD CRITERIA

16. / Selection criteria

The selection criteria are specified in the published bidding dossier and will consist of:

o / Administrative compliance

o / The following criteria will be considered during the technical evaluation:

1. / Economical / Financial capacity

An average annual turnover of at least 50,000.00 EUR during the past three (03) years (2022, 2021 and 2020).

2. / Technical Capacity criteria

The bidder must have executed successfully at least one (1) contract for providing similar supplies as requested during the past 3 years (2022, 2021 and 2020).

3. / Technical Conformity and Compliance criteria:

Technical compliance with technical requirement, Annex II.

17. / Award criteria

Lowest Price, while being fully administratively and technical compliant.

BIDDING

18. / How to obtain the bidding dossier

The bidding dossier including all bidding instructions, selection and award criteria and contractual conditions shall be available as from 30 August 2023 from the following internet address: https://www.euforbih.org under tenders. Bids must be submitted using the standard bid form included in the bid dossier, whose format and instructions must be strictly observed.

Bidders with questions regarding this bid should send them in writing to Procurement and Contracting Office (P&C), Butmir Camp, Sarajevo, BIH, Fax: 00387 33 495-707, e-mail: taco@eufor.europa.eu mentioning the publication reference shown in item 1 at least 14 days before the deadline for submission of bids given in item 19. The Contracting Authority must reply to all bidders questions at least 6 days before the deadline for submission of bids. Eventual clarifications to the bidding dossier will be published on the above mentioned website.

19. / Deadline for submission of bids

Bids must be submitted in accordance with the instructions to bidders specified in the published bidding dossier and not later then Monday, 23 October 2023 at 14:00 (CET) to the address specified in the instructions to bidders.

Any bid received after this deadline will not be considered nor evaluated.

20. / Bid opening and evaluation session

Bid opening and evaluation session shall take place during month of October 2023. Contract award procedure shall be organized in November 2023.

21. / Language of the procedure

All written communications for this bidding procedure and contract must be in English.

22. / Legal basis

Council Decision 2021/509/CFSP of 22 March 2021 establishing a European Peace Facility (EPF) mechanism to administer the financing of the common costs of European Union operations having military or defense implications and repealing Decision (CFSP) 2015/528.

Act of the Facility Committee of 30 November 2022 (Doc. EPF No 8315/2022) on Rules for the implementation of the revenue and expenditure financed under the European Peace Facility.
