II.1.4) Short description:

The indicative scope of works covers the following elements:

- Section 1: Construction of sewerage network, separation of wastewater and storm water network in the city centre and construction of new network, which will serve to 2500 inhabitants.

- Section 2: Rehabilitation of wastewater treatment plant

Rehabilitated and upgraded WWTP in proper operation. The WWTP shall be designed for two phases, with an ultimate capacity being 7300 PE and phase I as 5250 PE. Rehabilitation works will cover phase I (5250 PE).

Works will be implemented according to FIDIC Red Book (1999 ed) including lump sum design-build activities for WWTP.

Mojkovac is a town located in the highlands of the north-eastern part of Montenegro

II.2.4) Description of the procurement:

The indicative scope of works covers the construction of sewerage network consisting of the following elements:

Section 1: Sewerage network

-Separation of storm water and sewerage networks in city centre for a length of 2,060 m

-Construction of sewerage network in settlements Ambarine, Juškovića potok and Podbišće in total length of 7.99 km.

Construction of sewerage network will serve to 2500 inhabitants.

Section 2: Rehabilitation of wastewater treatment plant

Rehabilitated and upgraded WWTP in proper operation. The WWTP shall be designed for two phases, with an ultimate capacity being 7300 PE and phase I as 5250 PE. The effluent capacity will be increased from 580 m3/d to 1178 m3/d. Rehabilitation works will cover phase I (5250 PE).

Among others, the following process units will be rehabilitated and renewed electrically and mechanically.

•Fine screens and grit/grease chamber

•Pre-denitrification tank for nitrogen reduction

•Bio-aeration tank

•Final sedimentation tank

•Outlet structure with flow, dissolved oxygen and pH monitoring of treated effluent.

The Municipality of Mojkovac intends to conduct open international procedure for selection of contractor. The selection procedure will be conducted through the procedure as specified in the practical guide for European Union external action (PRAG) and EIB Guide to Procurement (2018). In case of any conflict the EIB Guide to Procurement https://www.eib.org/en/publications/guide-to-procurement.htm will apply.

Total expected duration of the contract is 36 months, i.e. 24 months’ will be Time for Completion, which will be followed by 12 months of Defects Notification Period.

National professional licensing: the awarded tenderer will have to be licensed for performance of the project activities according to the valid national legislation - the Law on spatial planning and construction of structures (Official Gazette of Montenegro, No. 64/17, 44/18, 63/18, 11/19, 82/20, 086/22, 004/23) and related secondary legislation - Rulebook on the manner and procedure of issuance and dormancy of licenses and the manner of keeping the registry of licenses” (Official Gazette of Montenegro no. 79/17, 078/21, 102/21) at the moment of Contract signing (or the latest on the Commencement Date).
