NOTICE OF INVITATION TO TENDER N° KSV/02323 6382

TITLE: E-voting equipment for the Assembly of Kosovo Plenary Hall (Goods)

In the framework of project KSV/023 receiving financial resources from the Governments

of Kosovo and of the Grand Duchy of Luxembourg

This notice of invitation is launched by and according to the procedures of the Luxembourg Agency for

Development Cooperation (Lux-Development), on behalf of Project KSV/023 receiving financial support

from the governments of the Republic of Kosovo and of the Grand Duchy of Luxembourg.

1. Identification and financing of the Project/Programme

a) Title: KSV/023 - Sustainable and inclusive growth in Kosovo

b) Source of financing: The Government of the Grand Duchy of Luxembourg, as set out in the Project’s

Bilateral Agreement dated 12.10.2023.

c) Status of financing: Approved

2. Identification of the Contract

a) Type of Contract: Goods

b) Object: Supply, Installation, and Maintenance of Equipment in the Assembly of Kosovo

Plenary Hall

c) Reference number: KSV/02323 6382

d) Number of lots: 1

e) Grouping of lots: N/A

3. Eligibility and evaluation criteria

a) Origin: no restriction.

b) Eligibility: companies satisfying the criteria included in the Statement of Good Standing and in the

Ethics Clauses of the General Regulations - please be aware that companies which are not

registered in Kosovo may need a local grouping member in order to execute the import or

have to register in Kosovo. Project KSV/023 will not be able to support the registration in Kosovo

and can in no way be held accountable for delays in the registration process.

c) Evaluation: the lowest administratively compliant and substantially technically compliant tender will

be granted the contract.

d) Variants: no variants will be considered.

4. Location and timeframe

a) Location of the Project: Prishtina, Kosovo.

b) Terms and place of delivery: DDP delivered and installed in Prishtina (Kosovo) at the Assembly of

Kosovo.

c) Performance period of the Contract: 4 months for the supply and installation.

d) Technical support: during warranty period of at least 3 years

e) Validity period of tenders: 90 days from the time limit for receipt of tenders.

All eligible payments which are part of this Contract will be processed by Lux-Development on

behalf of Project KSV/023

Assembly of Kosovo 07.12.2023 at 10:00 (local time) – compulsory.

11. Complementary or additional services

This Contract does not include any complementary or additional acquisition of goods. In the event

where complementary or additional acquisition of goods would be required (initially not included),

its value will be limited to a maximum of 50% of the initial value of the Contract.
