The framework contract itself has 0 EUR value. Specific contracts to be signed under the framework contract will be financed by the different EU external action programmes of the Budget or the EDF.

CONTRACT SPECIFICATION

6. Nature of contract

Multiple framework contracts with reopening of competition. Specific contracts under the framework contract will be global price contracts.

7. Contract description

The FWC is a quick tool to contract audit related services to be carried out on the premises of entities receiving funds from external action programmes or in the form of desk studies. It will be a multiple FWC with re-opening of competition. During implementation of the FWC, the framework contractors receive requests for services (with specific Terms of reference whose various models can be found at: https://ec.europa.eu/europeaid/funding/about-funding-and-procedures/audit-and-control_en) in reply to which they make specific offers. A specific contract is awarded to the most economically advantageous offer.

11.Tendering

All eligible natural and legal persons (as per the tender dossier) or groupings of such persons (consortia) may apply.

A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e., the leader and all other members) are jointly and severally liable to the Contracting Authority.

The participation of an ineligible natural or legal person (as per the tender dossier) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

12. Number of tenders

No more than one tender can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an offer). In the event that a natural or legal person submits more than one tender, all tenders in which that person has participated will be excluded.

14. Sub-contracting

Subcontracting is allowed at the level of individual assignments.
