Project Description:

The European Bank for Reconstruction and Development (“EBRD” or the “Bank”) is considering a loan to the Republic of Montenegro to support the rehabilitation and upgrade and works supervision of 3 sections of the country’s main road network with a total length of approximately 51.5 km (the “Project”). The Project is part of a wider programme to rehabilitate 12 main road sections with total length of approximately 216,3 km of Montenegro’s main roads network which will be parallel-financed with the European Investment Bank (“EIB”).

This will be EBRD’s third project in the road sector of Montenegro. In its previous projects EBRD, together with the European Union’s European Agency for Reconstruction (“EAR”), supported the creation of the new Transport Directorate (“TD”) of the Ministry of Transport and Maritime Affairs (“MoTMA” or the “Client”), capacity development in road safety and the implementation of performance based maintenance contracts.

In this project the EBRD and MoTMA have agreed to focus the reforms on the improvement of the regulation and quality of provision of public road transport passenger services across the country. This is an essential part of a multimodal sustainable transport system. The sector offers an optimal solution to a range of current mobility challenges, including climate change (a similar level of emissions to railways), road safety, connectivity, social inclusion and congestion. However the sector has been characterized in the past by various market failures (predominance of informal operators, lack of competition for the market, poor standards, etc.) that resulted in the road transport passenger sector under performing.

The client now wishes to engage a consultant (the “Consultant”) to analyse the current structure of the sector and propose the necessary reforms to improve intercity road passenger transport services in line with EC1370/2007; and strengthen the Government’s capacity to plan and implement the multi-year service contracts (the “Assignment”).

Assignment description:

The objective of the assignment is to review policies relating to and assess operations of intercity road passenger transport services, and prepare plans and policy reforms to assist the MoTMA in improving the quality and regulation of the sector.

The consultant is expected to:

1) Undertake detailed assessment of intercity road passenger transport services, in particular operators, demand, terminals, vehicles, and routes;

2) Recommend policy reforms for improving intercity road passenger transport services in line with EC1370/2007; and

3) Strengthen the Government’s capacity to plan and implement the multi-year service contracts.

Assignment start date and duration: the assignment is expected to start in 06/2019 and has an estimated overall duration of 12 months.

Cost estimate for the assignment: 150 000,00 EUR (exclusive of VAT).

Funding source: It is anticipated that the contract will be financed by Central European Initiative (CEI) and contracting is subject to the availability of funding.

Eligibility: there are no eligibility restrictions based on the consultants country of origin.

Submission requirements: In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a Proposal in accordance with the RFP.
